Background behind message

His Majesty's Air Force has been deemed to be outdated with the growing threat of the aircraft designed by Andromeda and Caledon. Such instances include:
Proteus Industries Falcon and Sunbeam, by the Andromedian Air Force,
Seann Gheard S-32, by the Caledonian Army.

The Proteus Industries Sunbeam is the primary concern for our fighter fleet. Reconnaissance photos illustrated the aircraft bears relatively large wings and fairly small propellers for the aircraft size, indicating a fast, highly maneuverable fighter.
In addition, mock dogfights shown that our bomber fleet has been growing increasingly vulnerable to enemy fighters.

Specifications

On order of His Majesty the Emperor, on the 1st day of the sixth month of his reign, orders were put forth for a modernized fleet. A production order will be awarded for each manufacturer that meets any one of these specifications:

1:Of a 4-engined heavy bomber, carrying 4 tons of bombs, between 250-600 rounds for each gun position(Depending on the position) of which the caliber of round would be not less than 3/8" caliber, a minimum armor protection of 150 lbs of armor for the pilots, self-sealing fuel tanks and secondary crew protection features such as bullet resistant glass, at a range not less than 1,500 miles at a cruising speed no less than 250 miles per hour at an altitude of 10,000 feet; 35 airframes

2:115 airframes for a twin-or-three engine medium bomber, carrying 2 tons of bombs at a range not less than 1,000 miles, in addition:

2A:The same specifications of machine guns and armor as on the heavy
bomber, with the same cruising speed and altitude of 250 mph at
10,000 feet.
2B:2 heavy(9/16") machine guns(1 dorsal, 1 ventral) firing aft and 1 light(1/4"
minimum caliber) machine gun firing forward, only 50 lbs of armor for
the pilots, with a speed not less than 290 miles per hour, but optimally
280 miles per hour.

3:A single engine interceptor with a time to an altitude of 10,000 feet in 5 minutes, with an armament consisting of not less than 6 medium machine guns, and an empty weight not more than 6,000 lbs with an endurance of 1 hour, 800 airframes

4:A single engine general-purpose fighter with an internal range of at least 600 miles, which can be boosted to 1,000 miles with external fuel tanks, and four medium-caliber machine guns, 400 airframes

5: An air cruiser armed with, at minimum, 2 medium-caliber machine guns, 2 cannons(3/4" caliber minimum, with munition options for high-explosive rounds), a cruising speed of 250 miles per hour and a maximum speed of 300 miles per hour, and a range of at LEAST 1500 miles, with a bomb load of 1 ton; 600 airframes
