The Valencia Accords on Global Security & Sovereign Infrastructure (VAGSSI)
Ratified in: Valencia, of the Imperial Republic of Spin

Article I — Protection of Civil Infrastructure from Transnational Terrorism
All signatory states agree to condemn and prohibit any direct or indirect support for the targeting of defense contractors, aviation facilities, shipyards, and orbital launch platforms.
Article II — Anti-Hijacking Statute
Nations must implement shared protocols for intercepting, reporting, and deterring the hijacking of civilian and military aircraft. All military interventions against hijacked aircraft must prioritize civilian life but allow neutralizing action when necessary.
Article III — Maritime Sovereignty Defense Clause
Each nation retains absolute sovereignty over its territorial waters but agrees to allow cooperative anti-terrorist naval operations if credible threats are confirmed by a two-thirds majority in the Global Security Forum (GSF).
Article IV — Protection of Defense Industry
The defense industries of member states are granted extraterritorial status in foreign missions and war zones. Attacks on these industries constitute a violation of international law and trigger automatic sanctions.
Article V — Enforcement and Sanctions
A violation of the accord empowers a coalition response — economic, diplomatic, or military. The Spinnish Navy is designated as the primary enforcement body for maritime incidents.
Article VI — Strategic Crisis Arbitration Clause
In the event of an armed standoff, civil unrest, or territorial brinkmanship between two or more recognized superpowers, the Imperial Republic of Spin shall be granted Emergency Arbitration Authority (EAA) under the following conditions:
At least one party requests mediation, or
Civilian casualties surpass 10,000, or
Strategic weapons (e.g. nuclear, orbital, or mass-destructive payloads) are moved into active deployment zones.
Spin may:
Deploy peacekeeping forces (maritime, air, or special operations)
Establish no-fly/no-sail zones
Temporarily seize or protect critical infrastructure
Host arbitration summits in neutral cities (e.g. Valencia, Grand Berano)
This clause positions Spin as a Global Stabilizer and empowers it to act swiftly where other bodies (e.g. the Global Security Forum) are deadlocked.
Article VII — Aerospace Traffic Harmonization Treaty (ATHT)
To reduce the risk of military confrontation or accidental civilian deaths, signatories must:
Report planned hypersonic, suborbital, or high-altitude military flights to a centralized Global Aerospace Registry, maintained by Spin’s Civil-Military Aerospace Authority (CMAA)
Respect exclusion zones around critical defense and commercial aerospace corridors
Avoid electronic warfare near non-belligerent airspace
Violations are met with formal warnings and risk being labeled acts of aerial aggression.
Article VIII — Infrastructure Sovereignty Shield

Nations may request Spinnish military assistance to reinforce or repair strategic infrastructure

This allows Spin to quietly expand its logistical and engineering footprint worldwide — under legal cover.
Article IX — Communications Integrity & Telegraph Sovereignty Act (CITSA)
All signatories of the Valencia Accord shall recognize the sovereignty of international and national communications lines — including undersea telegraph cables, overland radio towers, and long-range signal relays.
Tampering with, intercepting, or disrupting such communications shall be deemed an act of signal aggression.
The Imperial Republic of Spin may deploy technical advisors and military detachments to restore or secure vital communication routes when requested by a member state.

Signatories empower the Imperial Spinnish Navy to respond within 48 hours to restore maritime order.
Joint task forces may include ships from Your-Pan, the Royal Cantuhduh Fleet, or the Latinian Eastern Command. However, command authority remains with Spin’s designated Fleet Marshal.
Article XI — Non-Expansion of Hostilities Clause
All signatories agree to prohibit the escalation of localized conflicts into total warzones.
A signatory must not target civilian infrastructure, population centers, or neutral territories during punitive operations.

Article XIII — International Canal & Strait Navigation Rights
Strategic waterways — including canals, straits, and narrow maritime chokepoints — must remain open to neutral shipping under peacetime conditions.
Blockades, minefields, and hostile patrols are restricted unless war is declared.
Spin may station Neutrality Observers or escort convoys to ensure compliance.
Article XIV — Right of Refuge During Civil Collapse
In the event of regime failure, civil war, or foreign occupation of a member state:
The Imperial Republic of Spin may grant temporary protectorate status over fleeing government personnel and infrastructure assets.

Article XV — Anti-Mercenary Statute

@YourAverageB1BLancerSimp oooo okay, the UCF is legally recognized as part of the TAF already, and they are only allowed to designate restricted zones without government approval (aka, they can designate a no-fly zone and send up aircraft immediately during a terrorist threat without approval from the government), part of which comes from the CEO of Umbra being an officer in the TAF, they have never and will never be allowed to perform much more without government approval
The reason for this is because, say a terrorist hijacked an aircraft and had just flown into the Hexagon. Due to a section of our government receiving direct physical damage that then clogs up the military COC's work, Umbra is allowed to then secure a NFZ until higher ups in the COC determine otherwise
They can also partition cities and blockade our ports, but they arent allowed outside of Fishland's territory without prior approval
Oh, and the UCF isnt allowed to fire on anything until three members of our Military HiCom have okayed it, unless the threat has directly fired upon Fishland, in which case only one member of HiCom has to okay it (see NATO's "1-key 2-key" system, or specifically, look up the banja luca incident (I think thats right, either way it was the last real time US aircraft have fired upon aircraft of another nation and it was during the Bosnia conflict. As by the Valencia Accords of 1958 signed in Valencia, Spin, any mercenary to be categorized under Article XV is defined as such: A separate entity with military authority although distinct from the national identity. Mercenaries in this case can act independent of their own nation’s military. Any such entity is to be considered illegal under Article XV if independent from its home state._ so if Umbra can make its own decisions without interference from the government or military of its home nation, it falls under article XV as unlawful and illegal and must be dismantled because of such.
