What is the 4th empire?
The 4th Segregated empire is one of 6 Multiversal empire among the union of Xtars Sovereign Multiversal Union (XSMU).
It is an empire capable of multiversal and timeline travel.
It is a german-eurasian based empire, with 3 leaders (President, General Secretary, Prime Minister).

What is the Arcturus?
The Arcturus, formerly called "Projekt 12 ed CCL" is an attempt to create a weapon, that in by itself is practically immune to any civilizations that is as advanced as their self. It is considered the most advanced and most expensive project the empire has ever done.

Who created the Arcturus?
Created by long-renowned military producer; CCL Projektleiter, as per request from the 4th Empire's ministry of defense. And to have a more capable weapon than the XSMU'S now outdated Constellation Class Airships.

Why was the Arcturus created?
To replace and reduce independence on Universal Constellation Class Airships. And allowing the empire to use such ships at their own command, free of regulations by the XSMU.
And also become a platform for future projects.

Where was the Arcturus constructed
Unknown, but due to the ability of the 4th empire possessing different timelines and universes, it may be possible that it was created in another universe.

When did the Arcturus officially put into use
Maybe before even the Arcturus itself was created. The ship has the ability to traverse timeline at it's will, forward or backward.

The Arcturus's ability includes;
Time traveling
Reversing it's fate and avoiding it.
Teleport into any location matter can exist.
Be airdropped from a mother ship in space.
"Dicing" timelines to find which timeline it won a victory, thus it Never loses.

It has a 4 dimensional traversing core. Allowing for 4 dimensional travel, this includes time traveling, and bending 3 dimensional space to skip large distances, and allowing for FTL travel.

It's operated by 40 crew members, and designed to be an actual stratofortress, to stay aloft in the atmosphere for a long time.

Flattening entire cities, or a civilization.
It will never lose.

However the Arcturus is small in comparison to the empire's battleship, the only uniqueness being;
It is the smallest vehicle capable of multiversal and time traveling at only 110 meters long
Thus it's versatility as a transport platform.

It is one of the few remaining conventionally powered vehicle (could run on diesel fuel or liquid hydrogen), or extract energy from other universes to power itself.
