I will personally evaluate your equipment and assign it a certain number of points for specific characteristics that will affect its cost and power.
Let’s consider the example of a fighter jet. For instance, you have a Su-30. It might have, say, 9 points of maneuverability, 7 points of speed, and 0 points of stealth; all of this, in addition to having countermeasures and electronic warfare (EW), affects the evasion rating: speed and maneuverability give good evasion points, but 0 stealth points reduce it, resulting in about 7 evasion points. The total number of equipment points will influence its cost. There will be several other characteristics later, but from what’s given you can get the idea.
