"can I use a previous builds?"
Yes, but it may take away from your innovation points. Don't let that discourage you from participating. You still get 20 upvoted ATLEAST.
"how will you check for Oscillations and levelled flight?"
I'll use the debug expressions to check the variables. Some amount of flux or oscillation is forgivable, but it should be barely noticeable (I gave an estimate of - or + 2 degrees of threshold before it's too much and you start losing points.)
"What even counts as a "next gen"?"
Whatever you think follows the generation that is the F-22 Raptor, J-20 Mighty dragon, Su-57 and an so on and so forth. I've kept it still intentionally a little vague, but you're definitely looking to try and outdo these aircraft, that's for sure.
"What if I can't do stealth?"
If you can't, don't push it. You will lose some points, but perhaps can make up for it in say... Innovative ideas... or really good turn rates. Especially good if you have some alternative to stealth warfare that you can enforce.
