On iOS you can’t because the file format for mods is against Apple’s terms of service as they would be running unsigned code. On Android they rely on libraries that are only available for 32-bit formats but Android requires 64-bit compatibility. So in short mod support used to be a thing in mobile but no longer is. For that you need a PC.
THIS IS NOT a stupid question, the game doesn’t really explain that mod support isn’t available and it might not be easily searchable.
You cannot. A while back, apple policy did not allow it, and it has not worked since then. There are two mods which are built into the game though, those work.
