Yep. Everyone, and I mean everyone, has the upload and upvote cooldown. If you run into it, consider waiting and posting your planes between noon and 4pm PST [that's when most people are on, downloading, and upvoting.]
It's just an automatic thing that applies to everyone on the site, it isn't targeting you specifically. Jundroo is only a small company, and there's only a couple of mods on the site, so they have stuff like this in place to help out
Maybe it's not you that bothers ppl with spam... it's the other people, so you don't have anything to worry about
