Do wheels brake by default? Any way to override this?

Here is my problem: I have a taildragger biplane that flips on its nose real easily when applying the brakes to the two front wheels. Now I deliberately deleted the 'brake' option in the wheels 'settings' panel, but it still seems that they brake by default whenever I pull back the right lever (engine) below zero. Is this true? Or is this just me being paranoid for flipping my plane over on every other landing?

If this is true, is there a way to disable it and apply the brakes to the tailwheel only?

To clarify: this is the plane I am talking about:

It is built on the basic menu without using the XML mod add-on.

The wheels are the standard car wheels, bolted to a vertical piece of primary wing for wheel spats

nop, tires are not braking by default (though I wish there was an option to activate that in game, aside from using a switch that has the input of "Brake")
try using overload and putting the value of "brakeTorque" to 0
