Vtol thusters work underwater so you could place one by the rudder and use the push to drag the rear like a rudder.
I used a propeller on a rotator method
Do i need to make a rudder out of structural wings and rotators? If you wouldnt mind trying out my LMC3, the ship Im i having problems with, and maybe you could point me into the right direction.@AeroEngineering

Put the rudder in the water and don't make the steering surface too big

Try experimenting with rudder shapes and sizes. You can also use VTOL rcns if you want.
