As far as i know the only way of having mods on vr currently is by owning both the normal and vr game on pc. I'm not sure what a quest 2 is but if you don't have a pc where you can start vr from there's no way to do it.
I don't think that's even possible to do, how exactly would the game deal with planes that have most of their drag removed from all parts? Would my turboprop suddenly be undetectable because of this?

You'll have to be more specific, what kind of TVC is it, 2D or 3D? Is it on a 1 or 2-engine jet? Are you using a rotator or control base for it?
